Massey also has spurred the growth of the bio-metrics industry with aggressive pursuit and implementation of new biometric solutions and is credited with the successful placement of Texas’ first statewide AFIS (Automated Fingerprint Identification) system- the world’s second-largest at the deal’s close. Gary was also the first to introduce Electronic Monitoring House Arrest in Texas, acquiring a beta pilot with legislative appropriations-funding for full implementation which was sold to probation agencies across Texas. Gary also helped TX Health & Human Services Commission (TXHHSC) fund and establish the TX HHSC Welfare Finger Imaging System to cut fraud and improve efficiency in the $19 billion-a-year Medicaid program.
