Massey has driven multi-million-dollar sales through multiple states, has managed Bid & Proposal Budgets of more than $500K, and has Managed Sales & Business Development throughout TX, CA, OK, MS, AR, MO, LA, AL & AZ by using government vehicles and portals that help out-maneuver competition and reduce risks. Gary was also the first to introduce Electronic Monitoring House Arrest in Texas, acquiring a beta pilot with legislative appropriations-funding for full implementation which was sold to probation agencies across Texas. Gary also helped TX Health & Human Services Commission (TXHHSC) fund and establish the TX HHSC Welfare Finger Imaging System to cut fraud and improve efficiency in the $19 billion-a-year Medicaid program.
